On 12 March 2026, the Fourth Session of the 14th National People's Congress formally adopted the Ecological Environment Code of the People's Republic of China, which will come into force on 15 August 2026. For the first time, the Code elevates the environmental management registration system for new chemical substances from the level of departmental rules to the national code level, marking a new era of codification in China's chemical environmental management. To implement the Code's requirements, the Ministry of Ecology and Environment (MEE) has launched a comprehensive revision of the Measures for the Environmental Management Registration of New Chemical Substances (MEE Decree No. 12).

This revision will focus on aligning with the Code's new provisions on legal liability, regulatory coordination and information disclosure, further optimizing registration processes, strengthening risk control and improving law enforcement efficiency. The revised Decree No. 12 will be implemented simultaneously with the Code, when enterprises' non-compliance costs will increase significantly: the maximum fine will be raised from the original 100,000 yuan to 2 million yuan, and relevant individuals may also be held liable.
