The Public Authority for Industry of the State of Kuwait (PAI) implemented specific guidelines to verify the conformity of all 'Regulated Products' that are exported to Kuwait.' These guidelines are diligently enforced, and form the Kuwait Conformity Assurance Scheme (KUCAS).
To assure Kuwaiti consumers of the quality and safety of imported goods, the Public Authority for Industry (PAI) of the State of Kuwait requires all Regulated Products to be verified against Kuwait's technical regulations and approved standards before entering the market. These requirements form the Kuwait Conformity Assurance Scheme (KUCAS), applied to imported and domestic products alike.
Consignments containing Regulated Products must be accompanied by a Technical Evaluation Report (TER) and a Technical Inspection Report (TIR) to clear Kuwaiti Customs. As an approved Certification and Inspection Body (CIB) under PAI, Intertek is authorised to issue both — supporting exporters from product evaluation through to smooth customs clearance.
The scheme in brief:
- Consignments containing Regulated Products must be accompanied by a TER and a TIR, issued before shipment by a PAI-approved Certification and Inspection Body (CIB) such as Intertek.
- The TER confirms that the product complies with the relevant Kuwait technical regulations and approved international, regional, or Kuwaiti standards.
- The TIR confirms that the consignment meets Kuwait's importation requirements.
- Both TER and TIR are required for smooth customs clearance; PAI's Conformity Unit relies on a valid TIR to release goods.
- The Kuwaiti authorities may take random samples from imported consignments to verify compliance.
Products Requiring a TER and TIR
Every consignment of Regulated Products exported to Kuwait requires a TER and a TIR for clearance at Kuwaiti Customs. The KUCAS Regulated Products List is divided into six major product groups.
Regulated Products:
- Electrical Toys
- Household & Commercial Electrical & Gas Appliances
- Automotive (New and Used Vehicles, Motorcycles, and New Tyres)
- Chemical Products (Engine, Gear and Brake fluids; Paints and Putties; Detergents)
- Building Materials (Ceramic tiles, Cement and Gypsum, Electrical conduits, Sanitaryware, Water pipes and fittings, Steel reinforcement bars, Masonry units)
- Others (Tobacco and e-Tobacco products, Melamine dinnerware, Vacuum ware, Polyurethane foam Mattresses & Pillows)
